Can you use the DLR without having VXLAN configured?
For example, reducing traffic to upstream router by having DLR service subnets defined on ESG.
I know normally the DLR will work with VXLAN, but can you still use it (effectively) to reduce traffic on upstream router(s) coming from ESG subnets.
If the ask is to have VLAN networks instead of VXLAN, Yes it possible to configure like that and DLR will optimize the traffic based on how you connect those VLAN backed portgroups.

Hi, just want to clarify are you planning to connect DLR to VLAN LIF?
Do you have a logical diagram on what are you planning to do with the DLR?
There are few caveats/limitation when connecting DLR to VLAN LIF.
For example, a DLR cannot be connected to a VLAN-backed portgroups that is spanning more than one vDS.
There will be a tromboning traffic as well as the DLR need to have a Designated Instance
