No IP configured in instances, how dos DHCP work with VIO & NSX?

Can someone explain or point me in the dirction of documentation that shows how DHCP works in a VIO/NSX setup? Basically I had never used NSX or Openstack before and have successfully set it all up apart from the DHCP IP allocation. When I deploy a new instance e.g Redhat VM the dashboard shows an IP allocated but when I console onto the VM and run ifconfig it isnt showing any IP configured. I have checked that the Networks i have created with the Openstack dashboard have DHCP enabled and I have attempted to run a dhcpclient request from the console of the VM but it doesnt get any response. What VM out of the multiple VMs that VIO deploys is acting as the DHCP server?

VIO offers 2 networking options via Neutron. Basic L2 networking with Neutron VDS plugin. Complete L2-L7 networking with Neutron NSXv plugin.

1. When using VDS plugin, DHCP VMs are created that manage the IP.

2. When using NSX, NSX edge VMs deliver DHCP.
