Boot up order for Openstack servers

If 'viocli services' and 'viocli deployment' commands don't work to start Openstack VMs, can I manually boot them? If so, in what order should I do that?

Have you tried to use the VIO plugin on the WebClient to start/stop your deployment first?

Is there a GUI way to restart the services without having to shut down and boot the VMs?
