Well, you can use the Multi PoD images from the Horizon Universal Cloud control plane who use the content library functionalities but to be honest I don't really recommend it.
Otherwise, you can configure the Content Library as for any template, nothing more to do for Full Clone pools but for Instant Clone, you'll have to clone your template as a VM on the target vCenter and then create a snapshot on it before being able to deploy pools.
