virtualising mountain lion

I need to run multiple copies of mountain lion on a mac server to form part of our jenkins build/test chain. My understanding is that I can run 2 copies per copy of the OS bought?

Also, does anyone have any idea how many vms I could run on a mac mini with 16gb ram and a quad core 2.7ghz i7?

On a Retina MBP with similar specs, I can run 4 Win7 VM's with 4GB of RAM each.  Once they're started, they run pretty well, but I'm not putting in a heavy CPU load in the VM's.
