Will Fusion 11.5 let me create a virtual machine running older versions of Mac OS such as 10.6.8? (I think that might be Snow Leopard.)

Yes, but for 10.6.8 you need the Server edition of the OS due to Apple licensing restrictions.
Two other things to keep in mind:
- Fusion (like other platforms) doesn't provide 3d acceleration to the guest, so some applications may not work properly
- MacOS and OSX VM's generally need a minimum of 2 vCPUs - that may mean breaking the N-1 (N=physical cores in the host) guidance.

Do I still need the server version if I own a licensed copy of OS 10.6.8?
client and Server versions are different... therefore need different licenses.
Only 10.6.8 (server) will work in VMWare Fusion not 10.6.8 desktop client version.
For client versions to work, you need at least 10.7 or later.
