If you are running on an Apple Silicon Mac, Fusion shared folders are not supported for Windows 11 VMs. There is not a complete VMware Tools implementation that provides the VM's side of the feature. That's why you don't see the option for them in the VM's settings.
There's a discussion on this in the Unofficial Fusion 13 for Apple Silicon Companion Guide. which also includes what your options are to share files between Windows VMs and the host Mac.
VMware should provide this information up front before one starts all the dowloading and installing of Fusion 13 and Windows. My installation succeeded after about 5 hours of work (eventually found the unofficial companion guide which was essential, thank you), but for my purposes (open all pdfs with a windows app), the installation is worthless. In addition, the workaround by RDP as mentioned in the companion works only for Windows Pro. But the instructions showed to install Windows Home. Would have to start over. And then delve into RDP as a newbie ??. In the end, the whole VMware effort was in vain and I will go back to Parallels. Sharing also works fine in UTM.
