Welcome to the Community - this not referring to the number of operating system/virtual machines you can run simultaneously but the number of operating systems that are supported on x86 architecture and can be used in a VM

That depends on your host's resources (CPU, RAM), and how much resources you have assigned to each guest VM - a DOS VM will take much fewer resources than a Windows 7 VM, as one example.
