I just got this error too. When trying to open the latest version of fusion on Macbook Pro 2019, OS version 12.2

Could you open System Preferences, then click on the Security & Privacy pref pane.

In the dialog, click on Privacy.

Could you check to see that VMware Fusion has access to the following:

  • Accessibility
  • Screen Recording
  • Files and Folders (make sure Removable Volumes, Downloads Folder, Documents Folder, and Desktop Folder are all checked)
