macOS Catalina 10.15.7 security update not installing

I recently made a new VM running Catalina 10.15.7, but I still see software updates available in System Preferences. It's the 2021-004 update, when I try to let it run I hit the prompt to "restart" it either stays stuck on that or does a normal restart and doesn't install the updates. I've tried downloading the updates from Apple and the installers run indefinitely, they don't install or fail at all. Also tried with 2021-005 and got the same result. So is it actually possible to run software updates or should I quit trying?

So I'm not sure what I did to make the security updates disappear but after multiple restarts within the OS, and of the VM itself, it eventually went away. I did see it run security updates once, but they were still there afterwards so I didn't think they'd applied.
