Just started experiencing this after update of VMWare fusion to 11.5.3 (15870345):-
Specifically, i had Microsoft Security Essentials, but i don't think its due to that, at the time i was started scanning NAS via shared folder as seen from Mac.
I think i found the problem.

substitute app with "VMware fusion" or what ever app is causing this.. I'll include VLC here as well..
I found plenty of .GPUresets in %home%/library/Log folder..
I am gonna do a clean install of Mojave, this time without the security update, and test... i believe its solved.
Posting this only for reference just in case others are in the same boat.

I did a clean VM from sctach and VMare Tools, but same problem.
The freezing of VM's and beach balls are a separate issue. but if anyone wants to try this on Mojave host 10.14.6 and VMWare Fusion 11.5.3, its more clear when two VM's are running and switching back and force.. (eg. mouse unable to go outside ofVM for a bit) etc
The freezing and beach balls happens on one VM as well, eg (accessing network), but can reproduce this better with two VM's running. Ideally, this is probably far worse then the video fuzzy above,, because the Mac is unresponsive for a bit

It worked, but i prefer just clean install Mac and not install security update.
