What Mac are you running?

If your Mac is an Apple Silicon (M1/M2/M3) Mac, the answer is: You can't, at least not under Fusion (or Parallels). No version of Windows earlier than Windows 11 runs on these Macs, and even then you will need the ARM version of Windows, not the x86_64 version that you run on your PC. You may be able to get it to run on Apple Silicon Macs by using an Intel CPU emulator such as provided in UTM (https://mac,getutm.app) - but you won't be pleased with the performance.

If it's an Intel Mac, you would need to get a copy of the WIndows 7 x64 installer ISO and install it in a virtual machine. The problem is that Microsoft no longer supports Windows 7 and doesn't make it available for purchase or download any more.
