Can regular Windows 11(none ARM) be installed on a Mac with silicone processor with Fusion?

If by "regular Windows" you mean the Windows versions that run on a PC or Intel Mac, the answer is no. at least by using Fusion (or Parallels). Windows 11 ARM is the only Windows architecture and version that runs under virtualization on Apple Silicon CPUs.

You may find that "regular" Windows for x86/864 (Intel/AMD) CPUs may run under UTM. UTM contains the open-source QEMU software that emulates an Intel CPU.  But you will not be happy with the performance running Windows using emulation.
