I am running Fusion under Catalina Version 10.15.6
Using Fusion Professional Version 11.5.6 (16696540) I built a Linux client. I shutdown the client and restarted. Fusion reported the following problem:
File not found: /Volumes/DATA/LINUX/Virtual Machines/kali-linux-2020.3.vmwarevm/Virtual Disk.vmdk
I inspected the package content and the "missing" file is there. What's going on?

You see the error because it is missing file "Virtual Disk-s004.vmdk"

Ahh.. well that at least explains what happened.
The general recommendation is to exclude .vmdk files from your antivirus program. It will hurt performance and can cause weird side effects as long as an antivirus product scans the virtual disk.
If you want the contents of the virtual disk to be under antivirus control then it is best to install an antivirus product in the guest OS itself.
