Sort of a catch all - can mean the VM is trying to restore or suspend and hasn't completed, can mean that the machine is starved for resources due to an overprovisioned guest, or can mean that the process is hung.
The virtual machine is suspended or shut down without operations, but its status bar button turns gray and cannot be shut down or suspended
If it's suspending to a hard drive, that can take a long time to complete (as it's dumping the memory image to a slow drive).
