Hi,
VMware Fusion 11.1.0 does not load extensions. No "Allow"-Dialog in Security Preferences Pane.
It is a fresh installed macOS 10.14.5 and VMWare Fusion 11.1.0.
I waited for more than an hour the dialog to appear.
kexutil outputs:

So what can I do?
I did a complete Uninstall, Restart and Reinstall. But It dod not help.
I was wondering how to get in touch directly with VMware anyway. I did not find any possibility. I am testing VMware Fusion.

Is Filevault enabled in the Host ?

I'm with version 10.1.2 but it seems that it's linked to macOS version 10.14.5 and the notarization from Apple. Before upgrading, it worked well with version 10.14.4.

Why do you ask about filevault ? Is there a link between kext extension and filevault ? I don't think so..unfortunatly

I do not use File Vault.
Not sure if this is your issue, but this worked for me some time ago.
