I open VMWare 13 in Ventura on my Mac Book Pro Intel 16" monster, and if I was using All Screens in the Windows environment, when I start VMWare it is NOW splitting the Windows screens between two spaces. My work around is "Use Single Display in Full Screen" then "Use All Displays in Full Screen" and it fixes itself. I can avoid that by doing the same thing before suspending my VM.
1) YES I have "Displays Have Separate Spaces" Is off.
2) Group Windows by Application IS on...
so uh... This was fine in Big Sur - and rarely had issues.
Yep, it changed in later OS versions. As I recall, Fusion dropped multi-monitor support.
OK! FIXED!!!!!
Here's what was happening & the Solve.
1) I upgraded from Monterey - and starting the VM Ware in FULL screen would open in the Full Screen - BUT if I used multi-monitors - ONE VMWare "monitor" was in the "Full Screen" space, and the second VMware "monitor" was in the PREVIOUS space.
2) OK is it: Windows? Mac OS Ventura? or VM Ware. - the answer WAS...
3) Mac OS Monterey Full Screen that was UPGRADED TO Ventura
Some "byte" wasn't set right - and that window was FULL screen forever. So I opened VM Ware and before Windows was un-suspended - it split between the two spaces. So I clicked the VMWare window to leave open "in a normal window" (not full screen) and clicked it again, ended and re-started VM Ware Fusion (now version 13.5) and BAM - no more split between two Mac OS spaces!!!
So YEAH 'cause I lead a boring life, and didn't do that upon OS upgrade, it was splitting between spaces. The end. Fixed.

So uh... what's the point of having the menu option to use ALL Display's in "Full Screen" mode? The option to use them is firmly there. But when I start my VM, it splits between two mac "Spaces" but I can turn the feature off then on and the matter fixes itself immediately. It's just a royal pain.
So to replicate:
- Start Fusion with VM from last session opening
- "Full Screen" mode on Mac is engaged - but the "displays" on the windows side are split between Mac "spaces"
- Change View -> "Use Single Display in Full Screen Mode"
- Change View -> "Use All Displays in Full Screen Mode"
Fixed. But that's called a work-around.
Try the tech preview and see if it's fixed there.
1) I'd love to but I don't even have that option 'cause this is a production sort of dealio, and it's an annoyance at best BUT
2) uh I'm super surprised that I'm the only one experiencing it, leading me to think it's either an upgrade issue with Ventura, OR
3) A bug somehow and I'm the only one experiencing it.
I'd pull the trigger on calling VM Ware to say "HEY why is this happening" but I don't get many support calls to them on their dime.
What's super cool in the preview? What beta are they up to? I'm a chicken and don't participate until it's fairly stable...
Big ones are drag/drop and 3d graphics for Windows VM's. For Linux it's massively faster shared folders (like 10x).
