Third time is a charm! Same Safari browser and it downloaded and opened. Trick now is to load Windows that "shouldn't be a problem. However...

Thanks all

Did you verify the checksum of the downloaded file?

Thanks, but no idea about checksum.  I have been using and downloading VMF for years and this is a first!

Sounds like it was corrupted in the download.  Try a different browser.

Highly recommend following the instructions in the unofficial guide - anything else is outdated and probably incorrect.  It's fiddly, so go slow and make sure you do all the steps in order and you'll be fine.

Definitely do not do the VHDX conversion in the official docs.

I'm using a ISO Disk image to load Windows 11. Am I going down the right path? BTW I bought support but can't call till Monday!

If you downloaded that ISO from Microsoft’s web pages, it is not the right one for a M1/M2 Mac. The ones that Microsoft allows you to download are for Windows 11 x64 only - which only can be used on machines with Intel or AMD chips. The M1/M2 chips in Macs are neither of these.

Use the instructions and tools recommended in the Unofficial Companion Guide https://communities.vmware.com/t5/VMware-Fusion-Documents/The-Unofficial-Fusion-13-for-Apple-Silicon... to obtain a Windows 11 ARM ISO, and then use it to install your Windows 11 ARM VM.
