Unable to create the installation medium.

Trying out VMware Fusion on Mac (Mojave). Trying to create A Sierra VM.

Getting this message and can't get past this. Tried moving Installation files, rebooting and killing Install in the disk utility.

Is there something else I'm supposed to do?

Crickets....

So it turns out that when my Mac updated itself to Mojave ( I had auto update disabled), it re-enabled csrutils.

I had to disable csrutils with ctrl-r.

You'd think since that is a requirement for VMware to create VMs, it would be more obvious as a required step.

You shouldn't have had to do that to build a VM from an installation download.   Are you using an administrator account?

Yes I am running as administrator and had VMware and had VMware checked in the "Accessibility" section of Security

Very odd.  Did you re-download the installer from the Apple App store?

I deleted the OS package I originally got from the App Store and downloaded it again. That fixed my issue.
