Tools Won't Install - SVGA Driver (10.1 to 11.5)

Just updated Fusion from 10.1 to 11.5.  The VMWare Tools will not install.  The error is "Setup failed to install SVGA driver automatically...".  The process then rolls back so no tools are installed.  This makes my virtual machine virtually unusable.  I've tried restarted / installs to no avail.  I've tried to find updates to the tools with no luck. 

MacBook Pro (13-inch, 2017, Two Thunderbolt 3 ports)

Update:  Did a reinstall of the tools and, in Windows, chose "Complete" as the option. 

Successful.
