You could always just Google OS/2 if you don't know what it is. 
And you can get the VMware Fusion tools from the "Applications->Fusion->Right Click->Show Package Contents->Contents -> Library -> isoimages, the .iso file is the related OS tools package.
OS/2 is not supported under VMware Fusion and there is no ISO image at the location you specified for that OS since it isn't supported!
That said, the OP is asking specifically for the "os2tools.zip" file, which by the way is no longer available for download from VMware. Additionally that file may not be redistributed unless VMware gave explicit permission to do so and I doubt they did.
