Moving mouse at all forces CPU out of Turbo and down to base clock speed

When in Full Screen and Unity using Fusion 12.1.1 and Windows 10, moving the mouse at all force the CPU out of Turbo (up to 4.8ghz) and back to its base clock speed (2.3ghz).  A reporting task that takes me 44 seconds to generate takes 1 min 21 seconds if I continuously move the mouse. While in Unity, moving a Windows at all dumps the CPU to base clock as the screen redraw is like watching a slide show. For real-time measurement I am using Intels Power Gadget for Mac with sampling set to 500ms. 

 

Any ideas?

In Edge, the Intel Power Gadget barely achieves 3ghz and averages near the base clock of the CPU as seen in this attachment below.

Could Big Sur be reducing performance of non-curated apps?
