Listing of OS is not complete

When to choose the Operating-System the List does not show all the usual Systems esp. Mac OS is missing.

What am I doing wrong?

You are doing nothing wrong.  At this point in time, there is a VERY limited selection of OS's written for ARM-based CPUs.

macOS is not supported for virtualization on M1/M2 (Apple Silicon) Macs. - this is documented both in Fusion documentation and VMware's Guest Operating System compatibility lists. As far as Windows goes, there is exactly one version that works on ARM architectures like Apple Silicon: Windows 11 ARM. No Windows XP, 7, 8, 8,1, or 10 or Windows Server as they don't exist for ARM architectures.

You might want to take a look at the Unofficial Fusion 13 for Apple Silicon Companion Guide. That has information on other Linux distributions that are known to work on M1/M2 Macs (there are more than you see in the Fusion GUI), as well as a discussion on what your alternatives are if you want to virtualize macOS on M1/M2 Macs (spoiler alert: forget about macOS versions lower than Monterey, and you have options that won't cost you anything).
