Keyboard mapping mismatch

I have a weird keyboard mapping issue. On my MacBookPro I've set my Input Source to "Logitech UK intl". The system default appear to be "British" which is greyed out and I can't seem to change this. This doesn't affect apps running on the Mac as it remembers what I have it set to and everything is fine. When running a Vista image via fusion, it acts as though it has been passed the default system locale keyboard layout i.e. Britsh and hence certain keys are switched ... double quotes and the @ sign. # is available for SHIFT+3 and the pound sign has gone AWOL. A bit of a problem.

My thinking is that if I can set up the default system locale input source to Logitech UK intl then this may solve the problem... I'm sure this is done via Library Preferences, Keyboard Layout etc, but I'm the options are numerically coded and I don't which to use.
