Installing VMware Tools needs Admin

Hi,

So I administer a large estate of macOS devices where we lock down the admin account.  What permissions do I need to grant to a local user to install VMware Tools?

At present the popup prompt asks that "VMware Fusion requires admin privileges to install."

Are these VMs? You only need to install VMware Tools on a VM guest.  If you are talking about macOS VMs...

Since you manage a large number of devices running macOS, is it safe to assume you are using some sort of management platform (i.e. JAMF)?  Usually those tools allow you to create a software whitelist, and even a portal for users to install the software from.  I would recommend adding VMware Tools to that portal.
