I have problems with installing Fusion 11 on a Macbook with Mojave 10.14. I changed the security preferences so there are downlaods allowed from App-store and certified developers. Then i downloaded fusion 11 again, but after the installing i always get the information thtat fusion couldn't startet because of that problem with the security, following by an internal error.

There are some reports that creating a new admin user, and installing fusion from that user, solves the problem.

Please try the following steps to see if that can solve your problem:
1. Open Security & Privacy System Preferences, under "General" tab, select "App Store and identified developers" from "Allow apps downloaded from" section
2. Remove /Applications/VMware Fusion.app
3. Remove the VMware-Fusion-11.0.0-10120384.dmg that you downloaded previously
4. Shut down your Mac host
5. Start up your Mac host
6. Download VMware-Fusion-11.0.0-10120384.dmg again from VMware website and re-install it

I also experienced this issue, however I was able to resolve it by removing the installed version of Fusion 11 from the Applications folder, then creating a deployable version of the product and installing that.

I was able to resolve the "Internal error" issue and to install version 11 properly.
1. Do not start the "VMware Fusion.app" from the mounted .dmg
2. Remove all previous VMWare fusion installations. You could use e.g. "AppCleaner" (which, by the way, was used at the last upgrade hassle by an VMWare employee on my Mac 😉 )
3. Copy "VMWareFusion.app" to your Applications directory
4. Start "VMWareFusion.app" from the Applications directory
