Install macOS from the recovery partition

I tried following the steps to create a new vm using the recovery partition from a MacBook Pro (13-inch, 2020, Four Thunderbolt 3 ports).  The VM successfully creates and attempts to boot however ends up in an infinite loop of reboots and a flashing error that says something about no suitable bootloader. I've ensured it's using hard disk2 (SATA) which is the "Recovery Partition.vmdk" How can "Install MacOS from the recovery partition" be an option in the latest version of VMware Fusion 12.1.2 (17964953) if it isn't actually functional? Shouldn't this work on the latest version of MacOS Big Sur (11.6)? I'm just trying to understand how could this functionality could have been included and not have been QA'd?

Has anyone got this to work? Am I doing something wrong? seems pretty straightforward but not working.

Known issue with Big Sur - install from the downloadable app instead.
