How to enable Unity Mode in Fusion 11?

For reasons I cannot explain, Unity mode in Fusion 11.0.3 is greyed out (shadowed) and absolutely everything I have tried to restore it fails.

I have uninstalled/reinstalled VMware Tools at least a dozen times...including from the windows.iso located in - show Package Contents under macOS 10.13.6 (High Sierra).

The guest operating systems is the most up-to-date version of Windows 10.

I have searched and researched and discovered others have had the same problem without resolution or have used troubleshooting approaches which did not work.

I use Fusion mainly to because of the Unity feature and therefore it is important to have it function correctly.

Any assistance to fix this would be very much appreciated!
