How do I start a linux vm in headless mode?

Have a look in the Fusion documentation, either in-product (Help > VMware Fusion Help) or online https://docs.vmware.com/en/VMware-Fusion/13/com.vmware.fusion.using.doc/GUID-A28FA25B-5529-4D95-9F7B... and look for the section talking about using the vmrun command. You will find the discussion on how to power on a VM and optionally have it start without a GUI (a.k.a.headless).
