Fusion is blocking host from specific network

I did a fresh install on a new mac with Fusion 7.1.1 and OS X 10.10. 

I'm on a 192.168.102.X network with the mac and I need to access a 192.168.200.X network from the mac os.  With Fusion not running, I can access the 200.x network just fine.  When Fusion is running, even without a guest machine, I can no longer reach the 200.x network. 

The route table from netstat looks like this:

192.168.200.15     link#17            UHLWI           0        4  vmnet1

I don't know what it means, but it looks like the routing for the 200.15 host is going to the vm machine for some reason.

Again, this is only with fusion running, no host os is on.  I do have Win7 in bridged mode and that guest os can reach the 200.x network fine.

So VM Fusion off, access is fine, VM Fusion on, access is blocked to that specific 200.x network.

Any ideas?
