Fusion Version That Creates macOS VMs 10.7 Lion Thru 13 Ventura on Host macOS 10.13 High Sierra?

Is there any version of VMware Fusion that will run on host macOS High Sierra 10.13 & will allow me to create & run VMs all the way through from macOS 10.7 Lion to 13 Ventura without having to move to a higher version macOS host?  i prefer to be able to create & run all my VMs from 1 place & at the moment i prefer to be able to do all this from High Sierra.  i currently have Fusion 10 running on High Sierra & the highest version of macOS VM that i’ve been able to install/create from it is Mojave 10.14.  (In addition to those VMs for those macOS versions, i would also like to be able to create a Windows 11 VM on the same host OS - High Sierra if at all possible).

At the moment i only have access to Fusion 10 & Fusion 13, but if i want to create VMs for 11 Big Sur, 12 Monterey, 13 Ventura, or Windows 11 i have to do it using Fusion 13 & run on minimum host macOS 11 Big Sur.

Is there any user documentation for Fusion that specifies for each version of Fusion exactly which macOS host operating systems it can run on & which macOS guest operating system VMs can be installed/created from it?
