Fusion 13 does not support virtualization of macOS on M1/M2 Macs. The Fusion documentation states that a macOS virtual machine can run on Intel Macs. It does not say that macOS virtual machines can run on M1/M2 Macs. That's also why you will not find an operating system selection for macOS when creating a virtual machine on Fusion 13 on M1/M2 Macs.
Parallels (paid) or VirtualBuddy (open source, free at https://github.com/insidegui/VirtualBuddy, pre-built version available here: https://github.com/insidegui/VirtualBuddy/releases) have approximately the same feature set to virtualize macOS on M1 Macs.
