To my knowledge, an OSX 10.7 Lion guest under a Lion host is supported under Fusion 5. My problem is, to my knowledge you can't buy Lion on the Apple App Store anymore, nor on physical media.
I can't install from my retail Snow Leopard disc then upgrade because 10.6 isn't supported.
I can't buy and install Mountain Lion because 10.8 under 10.7 isn't supported.
Snow Leopard server seems to be supported, but I (probably) can't buy that anymore.
Therefore, is there any legit way I can obtain and run any kind of OSX under OSX without upgrading to Mountain Lion?

I think you can install 10.8 VM on 10.7 host.
Launch Fusion and 'New' a VM, select OS as 'Apple Mac OS X' then you can see all supported Versions are listed here, include 10.8.
Oh right. Actually I'm not sure where I got the idea that 10.8 wasn't supported under 10.7. Though there are conflicting reports about licensing on various forums. But from a technical perspective it looks worth a try.

If you call Apple on the phone, they will still sell you a copy on USB.
