Fusion 12.2 and TPM

I have shutdown my virtual machine then edited the vmx to include the line

managedvm.AddVTPM="software"

at the end.

Restarted Fusion and then ran the Microsoft Tool to check for compatibility and it reports I do not have a TPM module installed.

So I try to add the TPM module and it says the drive needs to be encrypted.

What am I missing?

I've done this, and the tool still complains about no TPM 2.0 support. It doesn't really matter because my Core i7-7700K isn't supported by Windows 11 for whatever reason, but I'm not sure how to make the virtual TPM work.
