When running a Windows 10 VM in Fullscreen, a strange thing happens when I want to access the window toolbar. In fact, the macOS system toolbar overlaps and you can't access the VM's features from the toolbar ( see screenshot )
The only solution is to access the features from the macOS system menu.
BTW, it would be great to have a Big Sur compatible application icon as well 😉

It is a known issue on Big Sur 11.0.1. Thanks for your reporting.
A workaround:
Go back to Single Window view mode, then enter Full Screen again.
Same problem for me.
Your trick did it but it has to be addressed for the next update. It's not very convenient.

I also had the same issue. It seems to be fixed for me by updating VM Fusion to 12.1.0
I'm running Fusion 12.1 on Big Sur 11.0.1 and I still have the problem. It's not resolved with this release.

Nope, it's a standard Big Sur installation.
However, I ran Big Sur Beta versions since B2 and it worked without problems until RC1 if I remember well. That was the first Beta of Big Sur where the overlapping happened. And I ran Fusion 12.0 (Final release) already on Betas prior RC1. Seems like a change in Big Sur RC1 broke something in Fusion.
After doing a clean install of Big Sur 11.0.1, the issue still persists.
Sorry about that. It did work initially. But I tried it again and as you said the problem rears its ugly head again 😞
I have a clean Big Sur install (not an upgrade) and no Accessibility set.
It's not a beta version but 11.0.1
And Fusion still shows the problem.
I have noticed that Microsoft Remote Desktop handles this correctly. Its own top menu bar is not overlapped by the macOS main menu bar. So it's possible to do this correctly.
I too have this, and have found that using the View menu to hide the toolbar, and then show the toolbar, tends to have it stick around okay. Not always, but mostly.
"Me, too". I have this same problem. Has been consistent through a number of VMWare and Big Sur upgrades. Currently running Big Sur 11.1 and VMWare 12.1 and the problem still exists.
The trick reported in an earlier post to View... Hide Toolbar... View... Show Toolbar... does work for me in resolving the issue, at least temporarily.
FWIW, I switch between different docks and the native laptop screen a lot.
The trick is not show/hide toolbar.
It's switching between full screen to single window and back to full screen
The menu is View > Single Window then View > Full Screen
Shortcut: ctrl-command-F (twice)
Then it works.
