I'm not sure what you imply by political[/i] but there are certainly legal (licensing, etal) and intellectual property issues attempting to run OS X in any virtualization product.

Yes, in theory, yet there are bootleg copies of OS X 10.4.x that install on vanilla PCs available. There's even an old VMware VM that has OS X in it I've read about.

Currently it does not. All x64 OS's are bootstrapped using legacy BIOS. In this thread I suggested raising a fund to develop the necessary drivers (U/EFI and/or TPM/hardware check) for running OS X in a VM. I suggested this in the spirit of the effort that was mounted for booting XP prior to Boot Camp
