I upgraded to VMWare Fusion 13.5 for the direct X 11 Support, but now after the upgrade of Fusion and the VM to the latest VM type...
Display is now locked at 1024 x 768 in Windows 11ARM after upgrade to 13.5, I gave the display adaptor 4 gigs of ram and its still locked.
