Cross Platform Tools (Fusion & Workstation)

I have a license for Fusion 12 Pro but am looking at using Workstation on my Windows and/or Linux machine.  I know there is upgrade pricing for Workstation and for Fusion, but does anyone know if there is a method for Cross Platform / Cross Tool licensing where I can purchase a copy of Workstation to use?  Or to even migrate my license from Fusion to Workstation, since that will probably be my more common platform going forward.

Any way, other than spending the full $199 for a new license?

Here's what I see, but I'm not a VMware licensing specialist (for that you need to contact VMware sales)...

According to the VMware product guide https://www.vmware.com/content/dam/digitalmarketing/vmware/en/pdf/product/vmware-product-guide.pdf

A Fusion Pro license also allows you to use the license for VMware Workstation Pro. If using it for commercial purposes, you can only use the license on one computer at a time (which means that you'd have to stop using the license for Fusion on the Mac if you wanted to use it for Workstation). If you're using Fusion for non-commercial purposes, you can use the license on up to 3 computers that you own (which seems to imply that you could use them for Workstation Pro as well).
