If you are running Fusion 13, there is a known issue where BootCamp VMs fail to run. See  https://communities.vmware.com/t5/VMware-Fusion-Discussions/VMWware-Fusion-Player-13-won-t-load-exis...

VMware is aware of this and hopefully a fix will be delivered soon. There doesn’t appear to be any workaround other than to drop back to Fusion 12 (but not if you’re running Ventura since Fusion 12 isn’t supported on Ventura).

Why even make it an option for users with the latest Mac OS to upgrade if it's not going to work?

It’s a regression in behavior for Fusion 13 that for some inexplicable reason was not caught before release. Supposed to work, but doesn’t.

it is extremely annoying that it has taken so long for VMware to fix a bug that is a showstopper for some users. The Fusion 13 release notes should have been updated when this issue was discovered to highlight it as a known issue so users could make an informed decision about upgrade. That of course assumes that people actually read the release notes.
