Can I build a virtual machine on one box and use it on another

If I build a virtual machine on a MacBook Pro with a quad-core I7 can I copy it to a MacBook Air dual-core I7 and use it there?

Certainly... that's one of the benefits of virtual machines - portability.

Note that you should build it to the lowest common denominator -- only use 1 virtual CPU, and not more virtual RAM than the other host can supply.
