About Installing Win 11 Pro for VMware Fusion 13 under MacOS13

Known issue per the release notes.  Drag and drop support has been added to the VMware Tools for Windows ARM in the newest 2023 Fusion Tech Preview.

Honestly, don't use Fusion 13 for windows guests anymore.  Build a new VM from scratch using the instructions in the unofficial guide on the Tech preview.
