Is it necessary to pay VMWare/Dell to install VCF on VxRail

Is it necessary to pay VMWare/Dell to install VCF on VxRail?  We used to be able to just buy the licenses and hardware and do all the installs ourselves but now we are told we have to engage professional services for certain tasks? Has anyone else had similar experiences?

Based on customer skillset, paid VCF licenses can be installed by the customer or by Professional Services on to VxRail.

Should be noted that this is a VMC on Dell EMC forum, so for this specific product offering – VCF licenses are not needed, as VMware Cloud Service is provided with the VMC on Dell EMC racks/servers.
