Licensing Errors Since Installing Ops Manager

I have recently installed Operations Manager 5.8.3 and properly registered it to my vCenter server.  Since then, I have been unable to add any license keys of any kind in vCenter.  The error is always as follows in vCenter:

In /var/log/vmware/vpx/vpxd.log I see the following error:

I've noticed some other similar issues in other threads, but none that refer to an inability to install any licenses, and none that seem to have a definitive solution.  If someone can point me in the right direction here for a resolution I would appreciate it!

Check the licensing files for ops in the first link. Perhaps, it is holding up adding other keys.

I looked at the other links and it did not work to re-copy over the license-vco files to the vCenter sites folder.  However, it did give me the idea that there may be other files in the sites folder that were corrupt or missing.  So I also copied over the base license files from a fresh installation of vCenter and that did the trick.  I am now able to add the licenses that were previously giving me the errors, including vCenter, ESXi, Ops Mgr, etc.
