vCO Plugin for NSX

Is there any vCO plugin for NSX or if anyone working on any package for NSX ?

An alternative is use NSX via the REST API using the VCO REST plug-in

vCNS REST api and NSX REST api are similar ? Can I use previously built vCNS workflows for NSX (Edge and App Firewall) ?

NSX-v (for vSphere) has both the vCNS API + specific NSX API. So yes you should be able to use vCNS workflows.
