The content (workflows, etc.) that comes with out-of-the-box vRO plug-ins is supposed to be 'sealed'/uneditable, to prevent modifications by the users.
If you want to make small modifications/fixes to a library workflow, you can duplicate it using vRO workflow designer, and make your changes in the duplicated copy.
