Definition of each internationalization level

As we can see in vRealize Orchestrator 7.0 Release Notes, there is the sentence about the internationalization level:

vRealize Orchestrator 7.0 supports internationalization level 1. Although Orchestrator is not localized, it can run on non-English operating systems and supports non-English text.

It's appreciated if you could explain each internationalization level (only 1, 2 and 3?).
