i am begginer of Orchestor .. so i need some api scripts (perl or php) for creating the virtual machine and reclaiming that virtual machine.
The Orchestrator scripting language is JavaScript. This javascript is used in actions (a piece of script doing something) and in workflows (a more complex process). Orchestrator is coming with a library of hundreds (thousands if you load all the extra plug-ins) building block workfows.
If you do not find a workflow / action doing what you expect you can create yours with the help of the integrated API explorer.

The limit is your imagination really.
vCO has a complete integration to automate anything vCenter, vCloud but also several other VMware and partners product listed there : https://solutionexchange.vmware.com/store/categories/21?cg_id=15
Also it has generic plug-ins supporting standards such as SQL, SOAP, REST, SSH allowing to automate most of the software and hardware you can have in a datacenter.

Or try to hit us with a use-case you don't believe a vCO workflow can solve...
