can't seem to figure out what this is used for and how come it does not work.

What do i have to do to "prep" a host to be a powershell host and what is the purpose to add a powershell host in vco

You need to

Add the plugin on vCO

If you are using a vCO appliance then you will have to create a kerberos config file on the appliance.

Configure kerberos authentication on the powershell host using WinRM service.

Add the host to vCO

The need is to remotely call powershell scripts from this host and run powershell commands on other hosts/targets by connecting to them through a session.
