Actions, when entitled will show up for the object regardless if that action was added before or after the VM was created. This same rule applies to actions that are added to workflows in the ASD. If an action that you've entitled does not appear, it is likely not a correct fit for the VM type. Ie connect using RDP action will show up on a Windows VM but not on a Linux VM.
