Does anyone mock up their custom forms before making them?

What software should I use for mockups of custom forms?

I've just used One Note before. Sometimes just a simple paint application gets the job done even. You could also do it in the 2018 version of SnagIt by making a nice one with every different element type, and then taking snapshots of each box and storing it in a palette.
